    Country/Regional Manager (She Leads)

    She Leads Consortium
    The She Leads Consortium is a five-year (2021-2025) strategic partnership between Terre des Hommes, Plan International, Defence for Children/ECPAT, African Women's Development and Communication Network (FEMNET), and the Ministry of Foreign Affairs of the Netherlands. The strategic objective behind the She Leads program is to increase the sustained influence of Girls and Young Women (GYW) on decision-making and the transformation of gender norms in formal and informal institutions.

    This will be achieved through the attainment of three main outcomes:

    • Enhanced collective action and activism by GYW in a gender-responsive civil society;
    • Increased acceptance of positive social gender norms; and
    • Political institutions - at all levels - enable meaningful participation of GYW in decision-making.

    The program will be implemented in nine countries, including Kenya, Uganda, Ethiopia, Jordan, Lebanon, Mali, Liberia, Ghana and Sierra Leone. It will also include regional and international components in the Middle East and Africa.
    Role Purpose

    • The Country/Regional Manager (She Leads) for the Middle East region will be based in Jordan and will oversee the overall implementation and management of the She Leads program amongst Consortium members across Jordan and Lebanon. As an advocate of girls’ and women’s rights, they will lead regional and international efforts in empowering GYW and transforming social gender norms through working with local communities, civil society and political institutions. They must believe in and adhere to the She Leads Guiding Principles (Annex 1).
    • The post holder represents all Consortium organizations equally, and is hosted by the Plan International Jordan as the lead coordinating Consortium organization in the Middle East. She/he will provide technical input as needed in the consortium as RCC She will report functionally to the Country Steering Committee, and to Plan International Jordan for daily coordination. They will work closely with the Country/Regional Network and the She Leads colleagues based in the region. The RCC will be leading on Plan International Jordan’ component of the She Leads program in Jordan and middle east.
    • The objective of this position is to ensure timely and quality coordination of the She Leads Country/Regional Network and Steering Committee, and to serve as main liaison between the Country/Regional Network and the She Leads Global Steering Committee. Also, to ensure full implementation of country / ME She Leads program implemented by Plan International Jordan.

    Accountabilities

    • Country/Regional Consortium Coordination and Monitoring
    • Lead on Coordination efforts to the joint work of the Country/Regional Network and Country/Regional Steering Committee in accordance with the She Leads Guiding Principles;
    • Facilitate linking and learning between the different She Leads program components;
    • Facilitate and oversee the joint planning and monitoring process of the Country/Regional Network and for compiling and submitting annual plans and narrative and financial reports;
    • Maintain and develop mechanisms to monitor and evaluate the impact of the consortium work, as well as its partners and ensure learning is integrated into future program’s planning design;
    • Monitor and safeguarding of the meaningful engagement of GYW in She Leads;
    • Manage of budget for, and coordination of, regional and joint activities;
    • Develop and maintain working relationships with different stakeholders at the national and regional levels.
    • Plan International Jordan She Leads component:
    • He/ She will lead and oversee project implementation, assure the quality of programming and ensure adequate coordination of the Plan implementation team as well as overall coordination and planning with all relevant stakeholders and synergizing the impacts, efforts and activities with other country network in accordance with the objectives, activities and targets outlined within the proposal and in line with project’s budget.
    • organizations. Leads overall coordination, involving all partners to ensure adequate implementation of the project;
    • Ensure effective information sharing and learning across organizations including providing quarterly updates on project activities for internal and external purposes;
    • Organize project planning and monitoring meetings with key staff, partners and stakeholders;
    • Coordinate with Finance, Communication, Procurement, MERL, technical advisors and Logistics to access support required for project implementation
    • Manage budget and monitor expenses for the project including forecasts and follows up on expenditures related to the project and participates in budget revision exercises.
    • Lead the work planning process with partners and coordinate between partners to ensure complementary activities and sequencing among activities and between projects.
    • Coordinate and follow up with the technical leads of all partners, ensuring that the activities are synergized, organized and managed optimally while at the same time operated in compliance with donor requirements and relevant guidelines.
    • Conducts and coordinates field monitoring visits to Plan’s and partners’ activities
    • Present regular reports to the Plan International Netherlands Program Advisor as required.
    • Recruitment and induction of the projects team with the support of the HR department
    • Provide support and guidance to project staff for the carrying out of their tasks and responsibilities
    • Child Safeguarding, PSHEA and gender equality and inclusion
    • Ensures that Plan International’s global policies for Safeguarding Children, Young People & Programme Participants, PSHEA and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan

    Technical expertise, skills and knowledge
    Essential

    • A Master’s degree in Women studies, Social Sciences, Human Rights, Development Studies or any related discipline;
    • A minimum of five years of experience in program coordination, lobbying and advocacy, child rights, human rights, meaningful youth participation and/or similar areas, preferably with a civil society/non-governmental organization;
    • Experience in managing partners and networking with CSOs and relevant government departments.
    • Experience in national, regional and international institutions that are concerned with Child/Human Rights and Gender Equality;
    • Experience in embedding a gender transformative approach and familiarity with youth participation approaches;
    • Experience developing and running social media campaigns and initiatives;
    • Experience in developing methods, tools and programs/interventions in collaboration with government agencies, civil society, and private organizations/institutions.
    • Proven experience in managing teams.

    Knowledge:

    • Knowledge about Child Rights, Human Rights and/or Gender Equality issues in the country and/or region. Knowledge of these issues at the international level is a plus;
    • Knowledge about gender equality and gender transformative approaches;
    • Knowledge about human rights mechanisms.
    • Knowledge of multi-donor funded projects is desirable;
    • Good understanding of program and budget management, and partner managements and coordination

    Skills:

    • Excellent communication skills;
    • Team-building, networking and consortium building skills;
    • Excellent written and verbal command of the English language. Arabic is a plus.
    • Analytical skills, preferably with a focus on policy analysis and stakeholder analysis;
    • Management and coordination skills;
    • Social Media proficiency.
    • Time management and planning.
